To unlock your device to work on another wireless carrier's network: Visit att.com/deviceunlock/. AT&T will respond within two business days to let you know the status of the unlock request.

I don't think so that they will unlock your phone because I've heard that they are not dealing with these cases and I witness it. You've to hire a third party to unlock your phone. In the current scenario, it's very tough to unlock a phone especially which shows locked to owner.  Anyway, there're still good services such as lockedtoowner and many others but the mentioned one is my tested service.
