The Saudi Standardization, Metrology, and Quality Organization (SASO) is keen on exerting the best efforts to achieve the objectives of SALEEM program launched mainly to improve the quality and safety of products in the Saudi market.
Since launching SALEEM a new product conformity assessment was maintained, in line with establishing the new electronic platform Saber, as SASO transferred the process of the conformity assessment and issuing the certificate of conformity (CoC) to be an electronic process carried out with the involvement of a third party (one of the SASO-approved bodies)
SASO Product Certificate of Conformity (PCoC)
SASO Product Certificate of Conformity (PCoC) is a certificate required for the imported regulated products to the kingdom according to the technical regulations.
The Saudi importer is required to register his facility on Saber and create an account so that he can apply for the PCoC for his products while in the country of origin, as the approved conformity assessment body carries out the assessment, follows up the request, and issues the certificate.
Once the PCoC is issued for a product it works as proof of conformity of the product to the Saudi standards, and the importer becomes able to apply for the Shipment Certificate of Conformity (SCoC) to clear the shipment at the Saudi ports.
The importer that has an account on Saber and wishing to apply for a Certificate of Conformity should register the concerned product on Saber and this can be done using the HS Code or the product name to categorize the products, and then register.
The importer must select one of the SASO-approved bodies, as they are all enlisted on Saber and all authorized to issue the certificate, the third part also helps regarding categorizing the product as a vital step to avoid any shipment rejection at customs ports.
If the product meets all SASO technical requirements the certificate will be issued and valid for one year.

SASO developed Saber electronic platform and expanded the cooperation with the conformity assessment bodies to facilitate the process of verifying the imported product's compliance to the technical regulation.
Launching SALEEM and the new conformity assessment program is an indication of SASO's willingness to develop the methods of metrology and standardization in the kingdom to be corresponding with the international standards.
