The U.S. Export-Import Bank is planning to give a $2.84 billion loan to Reficar, a subsidiary of Colombia's national oil company, Ecopetrol, to help expand and upgrade an oil refinery in Cartagena, Colombia. This project is part of a larger $5.18 billion initiative to boost the refinery's output for both local and international markets.

This loan is one of the biggest the Ex-Im Bank has ever planned, second only to a $3 billion financing for a natural gas project in Papua New Guinea. The bank's board of directors has given preliminary approval for the loan, and the final decision will come after a period of congressional review.

The loan is expected to create or sustain over 15,000 jobs in the United States by enabling the sale of American goods and services to the project. The bank uses a specific formula to estimate job creation based on how much money is spent in different industries.

In the past few months, the bank has already approved nearly $880 million in loans to Ecopetrol, so this new loan would bring the total U.S. financial support for Ecopetrol and its subsidiaries to $3.72 billion.

Even though this project is big, it won't significantly impact the gasoline supply in the U.S. because most gasoline consumed in the U.S. is refined domestically. The last new large oil refinery built in the U.S. was in 1976, although existing refineries have been upgraded and expanded since then. The goal of this loan is to support American jobs by boosting exports, even as it helps Colombia upgrade its refinery infrastructure.
